U.S. officials reportedly said that America. was prepared
to give Palau up to $200 million for accepting the Al-Qaeda
trained Uighurs .
Palau officials reportedly said its decision to temporarily take
the17 Uighurs, or Chinese Muslims now being held at the
Guantanamo Bay prison, was a "humanitarian gesture."
At $12 million per prisoner, humanitarianism just isn't
as cheap as it used to be.

This sounds like something the Carter presidency would have done.
I think Spending $200 million on this qualifies as torture to the US tax payers.
